The sub-forum of "Sustainable Development and Risk Management in the Age of AIGC" of the 2nd Conference of Global Economic Development and Security Forum of Boao Forum for Asia was successfully held in Changsha

Onthe morning of October 29, the sub-forum of "Sustainable Development andRisk Management in the Age of AIGC" of the 2nd Conference of GlobalEconomic Development and Security Forum of Boao Forum for Asia (BFA-GEDS) washeld at the Changsha International Conference Center in Hunan Province. The forumwas organized by China Institute for Socio-Legal Studies of Shanghai Jiao TongUniversity, Center for Japanese Studies, Shanghai Jiao Tong University and AIEthics and Governance Committee of SenseTime, and co-organized by KoGuan Schoolof Law, Shanghai Jiao Tong University, China Computer Federation (CCF) ComputationalLaw, Research Center for Computational Law and AI Ethics, Shanghai Jiao TongUniversity, Technology for Sustainable Development Goals Alliance for Asia (Tech4SDG),Big Data Center of Shanghai Services Federation, Shanghai Institute for ModernServices Development Studies and Yicai of Shanghai Media Group. The opening ceremonyof the forum  was moderated by Ji Weidong, President of China Institute for Socio-Legal Studies, Shanghai Jiao TongUniversity and Vice Chairman of Tech4SDG, and Chuyang LuDeputyExecutiveDirector of  Organizing Committee ofBFA-GEDS, participated in the opening ceremony and delivered a speech. Expertsfrom politics, business, academia and enterprises were invited to discuss andexchange views on the topic of AIGC and provide "Boao Solutions" forthe development of AIGC. More than 200 guests from China, Japan, the UnitedStates, South Korea and other countries attended the conference.


JiWeidong hosted the opening ceremony. First of all, on behalf of the sub-forumorganizers, he expressed welcome to all the speakers as well as theparticipants, and expressed his gratitude to the Organizing Committee ofBFA-GEDS, the co-organizers, and people from all fields in China and Japan fortheir support. He pointed out that the Large Language Model, which attractedworld’s attention in late 2022, marked a new stage in the development ofgenerative AI, bringing kinds of convenience and benefits to the country andsociety. However, at the same time it also brought disturbing risks and eventhreats. From the perspective of the significance of the large language modeland the unique role of AIGC, the product of AI, Ji Weidong elaborated on theimportance of economic safety and security and social risk management in theera of AIGC, and placed expectations on promoting dialogues among AsianCountries, and  reaching a basicconsensus on the development of the digital economy between China and Japan.



In his speech, LuChuyang pointed out that in 2022, AIGC is not only sought after by consumers,but also highly regarded by the investment community. AI software has played aunique role in many areas. At the same time, AIGC has raised a series ofprivacy and security concerns. This is precisely the main point of thissub-forum.



The keynotespeech was hosted by Lee Lex , Vice President of Digital Entertainment Divisionof SenseTime Group. In the first part, Zhang Quanshi , Associate Professor of JohnHopcroft Center for Computer Science, Shanghai Jiao Tong University shared hisopinions on “Ask More Seriously: Can Neural Networks Be Rigorously andThoroughly Explained?”. He pointed out that, although the interpretabilityresearch of neural networks had received extensive attention in recent years,most of the interpretability studies still remained at the level of engineeringtechnology, lacking a relatively rigorous theoretical system to uniformly explainthe knowledge expression and representation performance of neural networks fromthe fundamental mechanism level.


Zou Chunhui,Vice President and Executive Head of Strategy of SenseTime Asia PacificBusiness Group, delivered a speech entitled “Advance Trusted AI, and Embracethe AIGC Era Revolution”. He pointed out that in the era of AIGC, the rapiddevelopment and wide application of artificial intelligence had broughtunprecedented opportunities and challenges, and how to ensure the security andtrustworthiness of artificial intelligence systems had become an urgent issue facedby the industry and even the whole society. In order to embrace the AIGC erarevolution, he called for cross-border cooperation and innovative thinking,joint research and development of standards and best practices, and jointefforts to achieve sustainable development of artificial intelligencetechnology.


The first partof roundtable discussion was hosted by Ji Weidong , and a number ofentrepreneurs had a heated discussion on topics such as the comparison of policiesbetween China and Japan in the artificial intelligence industry and themetaverse economy, risk and insurance system design and internationalreinsurance in the age of large language models, sustainable development andscience, technology innovation cooperation in Asia. Toyoki Oka, Director-Generalof JCIPO, Masahiko Suga, President of Mitsui Sumitomo Insurance (China), Cao Heng,Founder and CEO of Bianjie.AI and Former Leader of IBM Research- Shanghai, Cao Xiaobing,Vice President of Terminus Group and Secretary-General of GINEA, Zhao Feng ,Vice President of SenseTime Group Inc. and General Manager of Corporate Divisiondelivered speeches.


ToyokiOka introduced application examples of technological innovation in the digitaleconomy from the perspectives of intelligent agriculture and intelligentcomputing, and pointed out that the Japanese society was facing manydifficulties such as a declining birthrate and an aging population, which mightalso be challenges for the Asian and Chinese economies in the future. He hopedthat through today's sub-forum, face-to-face exchanges and cooperation would becarried out between China and Japan.


MasahikoSuga mentioned that there had been many applications and explorations in theinsurance industry in the AIGC era. In addition to providing more accuratecustomer profiling and improving automation capabilities as well as customerexperience, they can also play an important role in risk assessment. He statedthat AIGC had brought new changes and opportunities for globalized riskmanagement, for example, how to use AIGC to develop more effective risk modelsin the face of frequent natural disasters around the world. He hoped to workwith the industry to actively explore new technology application scenarios andcontribute to the development of the insurance industry and technology.


CaoHeng  summarized the problems brought bythe technological development in the AIGC era from three aspects: the loss ofcredibility brought by deep intelligence, copyright protection and contentsecurity, and the deep polarization of human society, and shared the solutionsto solve the problems in three aspects around the corroboration ofauthenticity, rights confirmation, and the construction of fair and efficientmulti-dimensional business collaboration with the support of smart contractsfrom the perspective of the next-generation Internet technology supported bythe blockchain technology.

CaoXiaobing summarized four basic paths: policy communication, facilityconnectivity, trade facilitation and capital integration, in response to thechallenges and risks brought by the development of digital technology, such asthe differences in international standards for data security, privacyprotection, etc., with a view to realizing a benign ecosystem of similarstructures, equity connectivity, data connectivity, and business synergy. Atthe same time, he pointed out that focusing on  industry standards and industrial synergy withthe goal of human-centered, technologically controllable, and sustainabledevelopment through Asia required strengthening governance in various aspectssuch as laws and regulations, technological innovation, social supervision, andethics of science and technology, as well as building a hub platformorganization of openness, inclusiveness, and cooperation. Lastly, he gave anoutlook on a benign digital economy industry characterized by data-driven,human-machine synergy, green, low-carbon, self-evolutionary, and sustainabledevelopment.


ZhaoFeng classified the landing application of frontier industries into threecategories: leading enterprises in various industries, central and state-ownedenterprises, and SI and ISV wishing to realize transformation, and summarizedthe experience  and problems accumulatedin the process of practical application in the fields of big model architectureconstruction and large language model. He expressed his hope to encourageeveryone to utilize the emerging technologies to make real benign contributionsto mankind.


Inaddition, five experts discussed topics such as Chinese and Japaneseexperiences in the utilization of Web 3.0 technologies, the sustainable developmentgoals in Asia, international reinsurance and financial risk control.

Inthe second part of the keynote speech, Zhao Xiaohai , Founder and CEO ofPKULAW, delivered a speech entitled “Developmentand Risk Management of Legal Artificial Intelligence in the Age of AIGC”. He said that PKULAW focused on five majorapplication scenarios of legislation, law enforcement, justice, lawpopularization and compliance, and enterprise rule of law, and carried outeco-cooperation with domestic and foreign Internet and technology serviceplatforms to explore new frontiers of legal science and technology by means oflegal big data+ generalized big model, serving the country in accordance withthe rule of law in a comprehensive manner, and empowering the governance of thesociety.


HeJing, Executive Director of Beijing Zhongguancun (ZGC) Intellectual PropertyStrategy Research Institute and Partner of GEN Law Firm, delivered a speechentitled “Is Intellectual Property an Obstacle in the Way for AI technology?”.He stated that there had been multiple disputes involving intellectual propertyrights of AI technology both domestically andinternationally, and courts invarious countries had to make decisions in policy orientation and rule making. Thecoordination between the rapid development of generative AI and the protectionof intellectual property rights would be the focus of the domestic andinternational legal community and industry in the coming years.


LuCheng, Associate Partner of Nomura Research Institute (Shanghai) Limited,delivered a speech entitled “BusinessApplications and Projects of Generative AI in Japan”. He pointed out that compared with traditionalanalytical AI, generative AI had changed the past model of human-machinecollaboration through high-precision content creation, greatly improvingproduction efficiency. In the future, generative AI would develop in thedirection of multimodality, and commercial application scenarios would befurther enriched. However, at the same time, generative AI would also bring newrisks and issues such as copyright and AI illusion compared to traditional AI.


HuangChangqing, Chief Marketing & Communications Officer of AXA Tianping, delivereda speech entitled “From Payer to Companion: AXA Tianping's Approach toSustainability”. She pointed out that the core value of insurance is riskseparation and management. Over the past two hundred years, regardless ofchanges in the world, AXA had always adhered to the brand mission of "safeguardingthe foundation of life and practicing human progress", advocated andpracticed the concept of sustainable development, and ensured that insuranceplayed the roles of "economic ballast stone" and "socialstabilizer" to provide sustainable protection for customers, partners,employees and the society, under the premise of economic development, socialprogress and the well-being of the people.


Thesecond part of roundtable discussion was hosted by Brain Tse, Founder ofConcordia AI and policy researcher of the Centre for the Governance of AI, Universityof Oxford. A number of guests had in-depth discussions and exchanges on theimpact of generative AI on economic security and the solutions, the comparisonof policies for risk management and governance between China and Japan in theage of big models, AI sustainability and innovation collaboration in Asia.Brian Tse released a report entitled “Risk, Security and Governance for GenericBig Models” by Concordia AI at the meeting. The report comprehensively sortsout the trends, predictions, risk analysis, technical security technologies andgovernance solutions of cutting-edge big models. Yu Hao , Vice President ofLegend Holdings & Managing Director of Innovation Development Center, ZhangZhongzheng , Creative Technology Engineer of Immersive Creations, Guo Jingrong,Chairman of Shanghai Youqian Intelligent Technology Co., Ltd., Doctor Zhao Jianqiang,Top-notch Expert of State Development & Investment Corporation, Shi Zhanzhong,Director of Center for Industrial Economics Research, Professor of AntaiCollege of Economics &Management, Shanghai Jiao Tong University,participated in the discussion.


ZhangZhongzheng shared how AIGC technology can help developing countries achieverapid economic development, and elaborated on the application of technology inagriculture, manufacturing and supply chain management, AI governance andsupervision, and the empowerment of the development of  minor languages regions with artificialintelligence.


GuoJingrong shared examples of AIGC technology helping enterprises  streamline and improve work efficiency. Shebelieved that on the issue of sustainable development, AIGC could provideguidance from both a theoretical and macro perspective, but in practicalapplications, it was also necessary to consider the development of eachcountry's cultural region.


ShiZhanzhong believed that the AIGC wave might cause some people to lose theirjobs, but at the same time, the income of some people would continue to increase,and the income gap between different industries would widen sharply, posingcertain challenges to our social stability. In the face of this new wave oftechnological change, the government, society and enterprises, including individualworkers, should face and actively respond to it, further strengthen educationand training, establish and improve the social security system, and activelyencourage enterprises to increase R&D investment and innovation efforts inthe AIGC wave, and continuously create new employment opportunities.


YuHao shared his views from two perspectives. The first was to determine whetherAIGC (AI) was a tool or a subject, or whether it had evolved from a tool to asubject. Second, at the data level, it is necessary not only to verify theauthenticity of the source data, but also to identify and supervise thegenerated data.


ZhaoJianqiang analyzed the security risks and challenges faced in the developmentof AIGC technology from four perspectives: data security, model security,content security, and application security, and introduced and interpreted therelevant laws and regulations of AIGC technology governance in China. He statedthat while empowering AIGC technology in our various industries, we should alsoensure that the technology was credible, reliable and controllable, and promoteits sustainable and healthy development through security governance.


Atthe meeting, the five experts had in-depth exchanges on topics such as Japan'sAIGC policies, international standards and governance in related fields, andcooperation opportunities in AI governance in the Asia-Pacific region. Theyalso looked forward to more dialogues and cooperation between China and Japan,the Asia-Pacific region, the Belt and Road , and the United Nations in theinternational arena in the future.

Theinteractive session was co-chaired by Li Wenyu , Director of the ResearchCenter for Science and Technology Ethics and Director of the IntellectualProperty and Innovation Development Center of the Chinese Academy ofInformation and Communications Technology, and Zeng Xiangyun, Founding Partnerof Asia Capital Private Equity Investment Institution. Several experts andresearchers in related fields have conducted in-depth discussions on theethics, governance, and legal principles of generative AI, as well as examiningthe interaction between enterprises, markets, and governments through AIGC. Qu Maohui, editor-in-chief of Huxiang Law Review and chief scientist of the Institute ofSmart Rule of Law, Cheng Ge , Vice President of Xiangtan Jingdong Smart Cityand Big Data Research Institute, Zheng Ge , professor of KoGuan Law School, ShanghaiJiao Tong University, Xu Yuncheng , Executive Deputy Director of the Big Data Centerof Shanghai Modern Service Industry Federation and Vice President of ShanghaiModern Service Industry Development Research Institute, Cheng Huan ,  CFO of Zhiwei Xingyi (Shanghai) IntelligentTechnology Co., Ltd., Zhang Bing , Chairman and CEO of Xianghang (Shanghai)Technology Co., Ltd., Li Xingye, Vice president of Digital EntertainmentDivision of SenseTime, Fan Shipeng , head of the digital human business ofShanghai Ningmeng Film and Television Media Co., Ltd., and Chen Chen, host andproduct manager of Hunan Fengmang Media. (Hunan Radio and Television CityChannel), participated in the interactive discussion.

TheSub-forum “Sustainable Development and Risk Management in the Age of AIGC”provided a platform for experts and scholars from all walks of life domesticand abroad to exchange and explore solutions for the new economic securitychallenges caused by generative AI technology.
